Development of Spatial Decision Support System (SDSS) for District Level Public Distribution System

Objective:
To provide Spatial Decision Support System at district level for optimal flow of essential commodities.
To assist planners in optimal location of new fair price shops, godowns at different hierarchies.
To assist planners in overall management of commodity distribution under dynamic conditions.

Abstract:
SDSS4PDS - a tool for network analysis
It is a compact tool for solving network analysis problems (viz.) routing, location and allocation of facilities. It accepts ESRI shape coverage files, builds topology and stores it as .sat file. 

Network elements
The package models real world entities closely through network elements. Network arcs form the framework of the network model. They represent real world structures such as highways, transmission lines etc. Network nodes are end points of the arcs. They represent intersection of road networks etc. All discrete locations lie on nodes. Stops lie on nodes and represent locations from where resources are supplied or collected like schools, shopping centers, hospitals etc. A turn represents a traversal from one arc to the other through a node.

Setting environment for network analysis
User can set the environment for network analysis by placing network elements at desired locations. For example barriers at certain nodes can be set and stops defined before a route is created. User can interactively set centers over network nodes before the demands are allocated to the centers.

Database linkage
The demand of each node for location analysis is stored in .mdb file. User can define impedance for each arc and store in a database. Similarly the impedance at each turn between adjacent arcs through a node (turn impedance) can be defined by user and stored in a database. At the time of topology building user selected databases are linked for all future network analysis sessions.

Network analysis
It provides route, allocation, and location/allocation processes. Route generates optimal routes through user-selected sequence of nodes taking care of barriers and stops. Allocation process allocates the demand nodes to the nearest centres. Location/allocation process identifies optimal location of centres so that overall traversal cost from/to demand nodes to their respective centres is minimised (Figure1, Figure2).
